What is the Home- and Community-Based Services Waiver (HCBS)?

The HCBS waiver is a Medicaid-funded program to pay for services to individuals with developmental disabilities. There are three waivers: the Individual Options waiver, the Level One waiver and the Self Waiver. Individuals who are enrolled on any of the waivers can use the waiver to receive services in their home rather than living in an intermediate care facility for people who have a developmental disability.
