| The Transitions Developmental Disabilities (TDD) Waiver was established in 2002 to accommodate individuals who were being served on the Ohio Home Care Waiver who had an intermediate care facility level of care. Effective January 1, 2013, operation and administration of the TDD Waiver has transferred to DODD. As a result, the Cuyahoga County Board of Developmental Disabilities now provides service and support administration to individuals enrolled on the TDD waiver. Support administrators (SAs) will develop Individual Service Plans (ISP's), submit budget proposals and perform all monitoring activities to ensure individuals are receiving necessary services.
Since March 11, 2013, DODD has been assisting the process of enrolling providers for the TDD Waiver. Due to Medicaid state plan enrollment requirements, the following provider types still need to apply directly through Ohio Department of Jobs and Family Services: Home Health Agencies and Independent (non-agency) nurses applying to provide services to individuals enrolled on the TDD. Provider Training for TDD Providers
All providers are now required to have training in the rights of individuals with developmental disabilities as established in Ohio Revised Code 5123.62 and Major Unusual Incidents (MUI) definitions and reporting processes. Training is required prior to providing TDD services and annually thereafter. How to Become a Certified Waiver Provider
All independent providers, chief executive officers of agency providers and direct services employees of agency providers are required to become certified in order to provide services to individuals who are enrolled on a DD Waiver. TDD Waiver Billing
The Ohio Department of Medicaid will continue to process all claims for providers of TDD services. Provider resources are located at Ohio's Medicaid Information Technology System (MITS).

The Ohio Department of Medicaid has added a new requirement effective 1/1/2015 for billing through the MITS system. The new change in the rule is requiring the doctor's NPI number, this number can be found on the website below. The doctor's name can be found in the Individual's plan.
